Warn about `ignore-error` with quoted condition argument

* lisp/subr.el (ignore-error):
Clarify condition argument in doc string and add warning.
* test/lisp/emacs-lisp/bytecomp-tests.el
(bytecomp-warn-quoted-condition): New test.
